Dans le cadre du projet Frontem, une conférence intitulée « Cross-Border Relations on the Canada/United States Border and the European Union: MultiLevel Governance? » s’est tenue les 6 et 7 juillet, à l’Université de Victoria au Canada, avec une participation de Jean Peyrony, directeur général de la MOT.
Le séminaire a porté sur la comparaison des frontières européennes (France-Belgique, Danemark-Allemagne, République d’Irlande-Irlande du Nord) et américaines, notamment la région frontalière de Cascadia qui se trouve entre la Colombie-Britannique et l’Etat de Washington. Cette dernière frontière entre les Etats-Unis et le Canada se caractérise par une forte intégration économique, mais aussi par l’absence de projet d’intégration institutionnelle. Parmi les enjeux communs avec les régions transfrontalières européennes, figurent la nécessité d’une approche intégrée de la frontière, portant à la fois sur sa sécurité et sur son développement, et la mutation du télétravail, notamment transfrontalier, qui s’accompagne d’un besoin de nouvelles régulations.
Afin d’évoquer la gouvernance multi-niveaux et les leçons tirées des crises aux frontières européennes, Jean Peyrony a fondé ses interventions sur une étude réalisée par la MOT pour la Commission européenne en 2022, qui a évalué la gestion des frontières lors de la crise sanitaire, marquée par un manque de coordination entre les Etats.
